The fan on my Albatron Turbo is not spinning. Help.

Just picked up the Albatron 4200 Turbo 128mb from Newegg. Installation and everything went fine. But I notice the fan is not spinning. I'm not a computer expert, so I'm not sure if the fan should be spinning all the time, or just when it's hot?
Because of this I'm afraid of doing any overclocking cause it might fry the card.
SO, can someone tell me if this is normal, or I got a bad card, or it might be something else?

It should be spinning all of the time. Try coaxing it (carefully give it a spin with the power on, I did say carefully). I'd return the card for a new one if it was mine.
