I know you've been having trouble with this dealership, but call the "business manager," the guy in the office where you signed all the papers (he was more professional than the salesman, right? I hope so, that's his job). Mention that you're in PA or VA, or what ever state you told us, and ask him again whether he (the dealership) is taking care of the registration. If they didn't give you a brown title-looking piece of paper, called a manufacturer's certificate of origin, then you've got nothing to register. Generally, the dealership mails the certificate of origin (curiously, it's commonly called the "MSO") to the state as proof that this new car was built and now exists, and the state generates a title from there.
