I think Russia, Azerbajan and Iran, and some *stan signed a agreement splitting up the seabed.
 
This is a very explosive region next to the Caucases. I would be very wary of all this oil money falling into wrong hands. It's a wahabbi recruiting ground in and around Chechnya. Huge unemployment, and kids with nothing to do get involved in extemism.
There are dozens of nationalities around the Caspian alone. Very ethnically and linguistically diverse area.
 
The U.S. will probably bomb everything in the vicinity and slap a gas pipeline in just like a heroin user tapping a vein. 😛
