the best way to spread the word about a website?

Ask already-established websites in your niche to exchange links to your site. Do some posting (not about your own site) in their forums with your URL in your signature, and people will catch on. The main thing is, stick to places where people would naturally be interested in visiting your forum - otherwise, prepare to be called a spammer.

Same thing goes for Usenet newsgroups, make a few helpful posts and add a line at the end about your own website. Just be courteous and on-topic as hell...

Edit: Just saw your question. Well, there are two things all webmasters should be doing.

1. Submit your site to Google. That is, Google the web spider.
2. Submit your site to the proper directory in the Open Directory Project. This site catalogues websites, which is used by Google, Lycos, Yahoo!, and many other major search engines.
