when the President, any President of the USA, takes "a vacation" he is never off the clock - so it's a working vacation. he still receives daily national security updates and handles the duties of the Oval Office from his ranch.

And Congress is in recess for a month, too, reporting back after labor day.

I dont know if bush is actually dumb, but he is definitely ballsy enough to start a war in iraq. only time will tell if he will be remembered as a president that will take america to a better place, or worse....
