Although ARMv7 is a strict superset of ARMv6 which is a superset of ARMv5, I'd wager that since NDS software is much closer to the metal it's not as easy. Plus there's more than just the CPU cores to emulate.
With that said, the interpreted engine is faster than the current dynarec engine because of the penalty. Emulating the rest of the DS is probably better served with high level emulation.
Nonetheless, the point is that it's one of the weakpoints of the ARM architecture. It's not a perfect architecture like some seem to think.
