Granted, I tried to do this from a branch in the more "country" area a few years ago.
And they were a couple 10,000 Japanese Yens (which is about 100+), not currency from some sucky southeast asian nation (I kid, I kid).
I don't mind paying some fees, but they just don't do it.
When I was in Taiwan, it was quite easy to exchange my mighty Yankee dollar for the local currency.
I suppose that's because US Dollar is a top tier currency.
