The "Art" of Installing DX9...

I need to install DX9 to run a new flight sim coming out and was wondering about the merits of reformatting the HD prior to the DX conversion... I've got XP so I've been using 8 (8.1?) since I built my rig about 20 months ago... ASSUMING my machine is squeeky lean and mean right now, is there any merit to doing a DX9 upgrade AFTER a HD reformat or is this just a waste of time. Again, I know a fresh install is always preffered but assuming the rig is FINE NOW, can it make any difference in the way DX9 performs on my rig? I'd guess not but does anyone feel differently?
 
Why would you reinstall before updating a few libraries? Do you think about reinstalling the whole OS when you install new versions of IE or Office?
 
In a way Microsoft already has taken over, but that hasn't stopped most people from continuing to use their stuff.
 
Yeah, just install it. No need to reformat it. Just out of curiosity, you don't format whenever an update comes out for Macromedia flash, do you? 😛😉
