:camera: I didn't notice the hit (football) that caused it. It looked fine yesterday when I got hit and this morning, but it's been changing colors all day. It looks like a blood vessel may have burst. It doesn't hurt too much. A little bit sore at the top but I can press on it without too much pain.

So do I ice it or warm it up?

warm it to increase circulation and get rid of the blood in the interstitual spaces. Ice is used first for swelling, then warmth.
 
That may be bad enough that it will "drain" down your arm over the next few days. I did that to one of my legs once and the spreading bruise was amazing.
