It would cost a hell of a lot more to catch every single little or big thing that can or will cause problems.
The TSA is not designed nor budgeted to literally monitor and catch every action they'd like to catch. We should be grateful they don't try, though they do go too far. Israel's TSA equivalent is a billion times smarter with less budget, all on the idea that they should focus less on the things that are statistically unimportant, so they can watch people far more carefully.
I'm not arguing for the TSA or their current budget, mind you - the whole agency needs a total shakedown and a makeover. That said, based on their methods of operation, they'd basically need to double their budget. Which is why they should go in the opposite direction and focus on a very different approach to the process.
