Do you have a Network Card in your machine? That is a typical symptom of a network card not assigned a static IP address.
 
The point is, a network card, unless you assign it a static ip address, will search for a DHCP-assigned ip address sometimes during the boot-up process. This takes a certain amount of time until the operation times out, at which point it will continue the boot-up process normally. You can either disable the network card, or you can assign it a static ip address. Both of these will speed up you boot-up process.
