There is a mathematical study of causation that accompanies the application of statistics. Not only are there multiple causative factors in many phenomenon, you can neither prove nor argue that "Obama is a cause."
We often apply the hindsight clarity that Bush could've stopped the Trade Center and related attacks because the intelligence was available, some low-level civil servant had tried to bring it to someone's attention, but the higher echelons were asleep at the wheel. To be fair, it was 9 months into Dum-Dum's presidency. John Boehner was less forgiving with Obama, when he stood up and asked "Where are the jobs, Mr. President?" just a few months into Obama's first term.
