No it isn't. The coal has a hard time burning the shisha then. You'll know when it's overpacked because it will be extremely difficult to breathe in.

I personally always break it up with my fingers into small pieces but still pack quite a bit in, because the little holes that created in between the shisha allow for the coal to burn and for oxygen to get in.
