TH7-II Northwood low voltage

Hi!
I have the following problem.

I only get 1.37 volt to the CPU Vcore (should be 1.5) I am using a 300W PSU (Silent Systems) with a 12V P4 contact as well as the AUX connector.
All other currents are ok. I wonder if this is a BIOS problem.

I have the latest Northwood supporting BIOS installed.

I have tested the PSU in an other P4 machine and it works fine. Setting the highest cpu voltage allowed in BIOS (1.625) gives me 1.48-1.5 core voltage.
I need more current in order to overclock the CPU

Any suggestions or does anyone now of a beta bios?

System configuration:
P4 1.8A (Nortwood)
Gainward GF3
512 Samsung DDR
100 Gb WD HD
CD-R
3COM network card
