my screen jus goes really fuzzy, switching to 60hz then back to 75hz fixes it but...its rather annoying

Sounds like a software problem to me...reinstalling your video drivers doesn't help? Try uninstalling them completely and installing fresh official ones from ati.com or nvidia.com, instead of just installing over your current ones.
