Texture Problem with VisionTek GeForce 3 Ti 200

When I play some games I get this wierd flashing type of thing on some of the textures. It looks like the texture is splitting up..I'm not really sure how to describe it..I think it's texture tearing but I'm not exactly sure what that looks like. It only happens in places where there are multiple textures...like if there's a column coming out of a wall...so if it's just a flat wall this problem doesn't happen...It's very noticeable in Serious Sam. I can see it in RTCW too but it's barely there. So far I've tried
uninstalling drivers and using Det Destroyet but Det Destroyer gives me the following error "Access violation at address 77F51c96 in module 'ntdll.dl'. Write of address 00000010". But it did uninstall two things that Add/Remove missed....nv3.inf and nv3.PNF yet after doing this going back to the old drivers still doesn't fix the problem
enabling/disabling Vsync but that appears to have no effect
changing the refresh rate but that also has no effect
under/overclocking the card...underclockin had no effect and overclocking made the problem worse
I've tried using a different monitor and the problem is still there so it is not related to any monitor problem ( I thought it might be related to the monitor cable cuz I was having some trouble with that and with my monitor not turning on...)

Now the thing is that I can remember that when I first installed the card and ran some games this problem was not there so I know that there must be some way to get rid of it...what I have not tried yet is to get a different card to see if its just a bad card (which I doubt since that would mean the problem would have been there from the start) and I have not tried formating my hd and just installing the card again but will try that if it comes down to it....I really really wanna get rid of this thing since I just built this great new rig (click my sig to see it) and I want it to be perfect...so anyone have any suggestions beyond what I've already tried? I just bought the same card and using the MS certified driver on the Visiontek CD. The newest Detonator sucks ass. I don't know what they're doing, chewing more than they bit. I'm using Win98. Try installing different drivers. I don't think you really need the uninstall utility. Just install different driver over.
