Text sizes all mixed up, super small and normal at same time...Win 7

Windows 7 Home Premium 64 bit

I need some help here. I recently right clicked and went into the resolution - text size settings in Windows and changed it OFF of "Smaller - 100% - Default" and made it "Larger". After I was finished using my PC on the T.V. I changed it back to "Smaller" and now I have the following issues:

Font size and size of icons appears to be correct, as is font inside of Folders. Font in menu's when right clicking and inside any browser is much smaller (tabs, menu's, but NOT font on webpages, webpage font appears to be normal):

When changing font to Medium, all the text is now too big and bigger than it was before. Its as if the menu font and browser font got set to some smaller than default size with the default just gone?. Here it is on Medium:

Any help would be really appreciated. I'm desperate here.
 
Are each of the individual components ("Change Only The Text Size") set to the default of size 9? It looks to me that some of those may have been turned down.
 
I'm not sure how to change the individual components and I didn't do so. All I did was change it from "Small - Default - 100%" to "Large" then back to "Small".
 
If you haven't done so already, log off your user account and log back in. If that doesn't help, do a full restart.

My bad. That's a Win8 feature. In Win7 the equivalent is under Personalization -> Window Color and Appearance -> Advanced Appearance Settings.
