Yep, that's right. Paterson said that in our current crisis he wouldn't guarantee that the money would be used for education. That's Newspeak for "we're going to fuck you over". What he'll probably do is work with the legislature to cut the education budget, funnel that money elsewhere and replace some of it with the fed funds. Pet projects will benefit, education will suffer.

Biggest thing is Medicaid. That's probably where the lion's share will go.

Texas pays out more than it takes in.

In other words, they are not the cause of the debt. They deserve no part of it.

So does CA, NY, MA, IL, etc...
