ok I have a better idea. Forget things like dog insurance or car insurance. Let's just have liability insurance. If your car hits a pedestrian, your personal liability insurance pays it. If your dog bites the UPS guy, your personal liability insurance pays it. If you shoot a gun in the air like a retard and its hits someone, it's covered by your personal liability insurance. Every person must have liability insurance.


That's actually how medicine and engineering work. All doctors and engineers have liability insurance in case they fuck up and it costs a lot of money to fix whatever they did.

So in theory a state could pass a law requiring all females who drive pink SUVs (or vehicles over X weight) to carry 10 times the insurance all other non-commercial vehicles are required to carry?

The original version of the bill called for people to have insurance for any dog. Not sure when the text changed.

Pink SUVs don't a safety issue. Vehicles over a certain weight could. In this instance they'd have the power to do it. Pink SUVs no. Vehicles over a certain weight, yes. 10 times probably not.

Texas SHOULD do away with the one bite rule. Dog bites should be straight up strict liability.

We have a much bigger problem with uninsured drivers around here and uninsured jaywalkers and uninsured bicyclists. Uninsured dogs would be pretty close to the bottom of my "uninsured problem" list.

Hell, NOLA just cut all animal control services because they can't afford it. So do they give stray uninsured dogs, that animal control will not come pick up even after attacking a 15 year old girl on the way home from school, a ticket or something?

To be fair, certain areas do have a culture of dogfighting so people are more likely to come into contact with a dog that has been intentionally bred to be a mean bastard but is it that big of a problem that we need an uninsured dog bill?

Texas already requires mandatory auto insurance. People still drive without. They do need to stiffen the penalties. Some cities are implementing their own laws on that issue. Ticket is already around $300, then your car impounded on the spot. Can not get car out of impound until you have verifiable insurance. Impound fee starts at $300 and goes up each day in impound. Driving without insurance is costly in some cities(an increasing number). Police Officers in Texas also have an insurance database so there is none of that trying to fool cops with policy cards from canceled policies.
