I did some googling about monitors input lag and found 2 methods. One needs a CRT monitor and a high speed camera, the other is buying a lag tester which costs 100 dollars.
However I was thinking about using a mouse to do it!

The author did the program to test reaction times, but he noticed a discrepancy between PCs, so he did a test mode to define input lag.
You need a optical mouse, lasers don't work for some reason
Tape the red light, since you need the mouse to detect movement on the monitor. Also keep it 3 mms from the screen, something about focus.
I'm on my cel atm, will test it when I get home.
It's not a bad idea, this way we can even test wired and wireless mouse input lag.
