Testing a Power Supply

I have a friend whose computer went dead. It's probably his power supply or motherboard. Does anyone know how to test the power supply or motherboard with a multi-meter?

If you pull an ATX power supply.
You must short the green wire to any black wire to get it to send power to the other wires.
