Testing a Power Supply?

I've been having a few problems with one of my servers and the power supply is suspect.

How do you test a power supply? Do PS surge/spike?
 
You can buy a power supply tester for $15-20 .
Just plug the wires into the tester and if the light
comes on the PS is good.

You can also do it the hard way, which I suspect is not for you.

I think those testers just measure the open (unloaded voltage). If I need to test a supply I plug it into a few bad (but still spinning) hard drives I got laying around to give it some load and measure with a multimeter. I also check the power OK line, sometimes the supply will appear to work but not output a power OK signal.
