Is there any way of testing a mobo to see whether it works? My friend's computer isn't working, and I think I've drilled it down to the mobo being a problem, but was hoping to run some diagnostics or something to make sure. The only thing i've tried is testing all the other components individually, and they all work. So by deduction, it must be the mobo, right?

The only real way to test a board it to take it out of the case, put it on something NON-static (like wood etc..) and then plug in different Video card, cpu, ram, and power supply.

If the system is just not turning on, it also could bd the switch on the case or power supply. A lot of peopel overlock those.

Great help you have gotten from Marlin 1975, as to the switch issue, just use a screwdriver to Jump the power pins/ no switch needed, and will rule out 1 prob.
