Personally I like iperf http://dast.nlanr.net/Projects/Iperf1.1.1/release.html but it runs in the command line. On the plus side it's available for numerous platforms and lets you tweak the bandwidth settings to go for as long or as short as you want with different traffic settings, packet sizes, etc.
The GUI one a lot of people use for Windows is QCheck.
I just downloaded QCheck and it's going to do the job nicely, although it did have a long registration program. It was nice being able to see the fluctuations in the transfer speed of my 10/100 home network.
