You lay out a case of how it will improve the bottom line, productivity, etc.

Most business don't necessarily want the "bitchin'ist, most awesome cool fastest" system. They want reliability, sufficient resources, scalability ... while spending no more money than necessary to accomplish the prioritized list of goals (especially these days of tight economy).

It boils down to how much does it cost, and what is the benefit to our stockholders (owners, whatever). If the benefit justifies the cost, then budgetary adjustments are made, and it happens (all of this implies a political vacuum, not reality). As often as not, IMO, the way it really works is CIO Bob plays golf with CIO john | Bob talks about his new Banana 5000 network thingy | John decides he needs one too | "SRDH" (Sh!t Rolls DownHill) | things happen in John's company.

What we in the networking community refer to as "Layer Nine" of the OSI model - the political layer).
