Nope. Ain't real. We understand 1000x more now than Tesla did, and if such as thing were possible using early 20th century technology, we'd know how to do it by now.
 
No such weapon ever existed or was ever under developement by the US government.

You can't really use them as weapons (how would you aim it?) but tesla coils are real. They're not too hard to build either.

 
not as far as we know. maybe you can use a gigantic tesla coil tower as a weapon by directing its output with a beam of conductive fluid or ionizing radiation but I imagine a rocket launcher would be far more effective.

I doubt it...we'd have used it by now, and it would have been REALLY evident.
 
It wasent a weapon, it was supposed to be a method of power distribution, tesla coils really exist but theyre current purpose is just basiaclly to ah heck around with high voltages, test faraday? cages and the like. Not such a useful weapon like in C&C.
