Originally that was the main concern, but it hasn't been for some time now. Look at Emirates.

This way you can make calls for your own cell phone instead of the communal ones. You pay the daylight-robbery toll as roaming charges on your bill.

Don't know much? Cell Phones aren't allowed to be on because it screws up the cell towers when they're trying to catch up to you when you're moving so fast. Cell phones don't affect the plane at all.
