Terrorist threat hoax, or paranoia?

Since when are the letters "bob" a bomb threat? I couldn't find any of yesterday's articles where they called it a "bomb threat hoax", but doesn't a hoax have to be an intentional fake threat (even definition 2 doesn't really fit here)? It was superparanoid people trying to find a way to get on the news. Does this mean you can't spell out "bob" in an airport on a cell phone if the person on the other end can't hear :roll:? Aren't bomb threats usually pretty explicit? After all, what good is a threat if nobody gets it?
 
But, yesterday, flight attendants said they commonly used the letters for "best on board", indicating the best-looking male or female passenger. "Someone sitting in a particular seat, to put it quite bluntly, looks good," Michael Mijatov, an official of the Flight Attendants Association of Australia, said.
