From CNN.com - Duct tape sales rise amid terror fears
A Lowe's hardware store in Alexandria, Virginia, said every roll of duct tape has been sold. Another Alexandria Home Depot store reported sales of duct tape tripled overnight.

We could try this with other goods and services: to help the clothing industry for example by pointing out that everyone should buy a new coat to keep warm during the blackout, clean underwear for a trip to the hospital, and a new suit or formal dress to be buried in.

I think gas masks would better stimulate the economy as they are way more expansive than duct tape.

It is to be purchased along with 'heavy plastic sheeting' and scissors. The idea is in case of chemical or biological attack, you and family should meet in a pre-designated room and seal it off. This is what they say! No mention of the fact that you just might run out of air.

If one takes broad stock market performance as an instant feedback proxy for the economy as a whole, then the answer is most definitely no.
