Terrible receive performance with intel 217-LM

Has anyone else had major performance issues with Intel 217-LM network cards? I can transmit perfectly fine, but any time I try to receive from any host on the network I get 20-60mbit/s

This is on an enterprise network and any other two hosts have great performance, but any time a 217-LM is involved its just terrible. No cabling issues, no frame loss, duplex and speed look good.

I have tried on windows 7 and windows 10 with a few different drivers with no change in the issue.
