Terrible overclock on 2.8C P4!

Hey guys I need to ask you all for some help. I have this 2.8C P4. I wanted to try overclocking. I was only able to get 125Mhz out of it CPU-Z! I need more speed if possible. I am using an Everpower 350watt PSU, a Speeze 2.8Ghz rated CPU cooler, and 1 case fan. Also on the PSU is a DVD burner, and 2 harddrives. The memory is from Ultra 512MB. CPU-Z memory I was only able to run a 209Mhz FSB with a 1.55Vcore (up from 1.5) When I do 1.6V (maximum setting) It shuts down. And when I try 210Mhz, Windows BSOD. I was hoping for a 3-3.2Ghz overclock, and 2.925Ghz is just a plain wimpy overclock. Can anyone help? I use a SOYO Dragon Plus II MOBO.
 
I think a lot of the OCing potential rests in the mobo as well as the CPU. I have the same CPU and I've had it OC past 3.3ish although I saw no real difference in game between a 3.3 and a 3.0 OC. I have an ASUS mobo which offers some solid stability and has some pretty funky performance settings as well. Maybe you should check your bios to see if you have those performance settings as well. If not, then just get a CPU cooler. Try...silverstone or better yet, a zalman if it fits on your mobo (it doesn't on mine). I am using stock HSF btw.
 
Sigh. I was hoping it wasn't going to be that bad. 🙁 Only dividers that help on the MOBO is one. X.80 Whatever that means. I just know it turns 400Mhz memory into 336Mhz. All the other dividers are made for like running memory at 533Mhz on a 400Mhz capable system. I had 2 other settings in the BIOS other than Normal. Fast and Turbo. Both wont let the computer start up. Makes sense considering I can only raise the FSB right now 9 Mhz :s Look like I'm stuck with this. I'm just 16 and my Mom wont let me buy any computer parts. (I'm still stuck with this GeForce4 MX440)

x.80? i think that's like 5:4 divider, 209 fsb * .08 = 167.2 mhz , since your ram is not very good, you can use that x.80 setting and increment your fsb mhz each time by like 5 mhz to 250mhz (which means your memory will be 250fsb * .8 = 200mhz ddr400 pc3200 assume that is your memory's rating speed) or highest setting before your get problems like crashes, reboots, BSODs, unable to bootup. if that happens just clear ur CMOS and try again, upping the cpu voltage or vcore as needed. also you can check your ram's operating voltage and max it, maybe 2.7-2.8. for the normal, fast and turbo, seem like it's memory setting, try normal.
