Terrible Iron Harvest Performance?

I am running a Xeon W3680 @ 4.1GHz and a 1650Ti(Low Profile) as well as 12GB RAM.

This is plenty to run this game... Yet the FPS jumps between the teens and the low 30s and never goes above regardless of the resolution or video settings.

Its the CPU! You may say... But this CPU runs all other modern games fine, and its easily on par with a 4th gen i5.

So what gives? any advice?

Afterburner shows GPU @ 40% and CPU at 30%

I would monitor per core usage as the game might not be heavily threaded and is hammering only a few cores.
