So these terminators are supposed to be have these ocular implants with scanning technology and things such as that, so why do they suck at shooting?

... Shut up, that's why! ;)

Arnold didn't miss (intentionally missed or you can say he was so accurare in missing that there were no human casualties)) too much in T2 with the mini-gun or the grenade launcher. And T-1000 hit Sarah while shooting AND flying a helicopter. Arny nailed Reese while riding a crotch rocket too. He just about got every cop in the station. I say they do pretty well...

could probably tighten a few bolts here and there...

Cuz they're in a movie. Real terminators would adjust their shots based on distance, angle, target speed and direction of movement, gravity, wind speed, planetary rotation, seismic activity, surface stability, temperature, degree of precision in their movement mechanism, and probably thousands of other factors. In short they wouldn't miss 99.9999999999999999999~% of the time. A real terminator could kill you with an alternator sized chunk of beef from a mile away simply by calculating the trajectory and throwing it.

Real terminators would totally lay waste to the human race.

I seem to recall Arnie doing quite well in II and III against mostly stationary targets.

You could be the best shooter in the world and know all the variables but one, and that one is all it can take for the shot to be a miss.

unless it has a quantum computer for a brain, it's not going to perform as well as a human. If left to a single task, yeah, computers can aim very well, but throw in arms, legs, neck, flexible torso, jaws, hands, fingers, toes, among other functions, and the human brain has millions of years of development ahead of the few decades for computers.

For a terminator, being off by one variable would mean that they hit the left ventricle of your heart while they were aiming for the right one. Or in a rare circumstance they might miss the heart entirely and put a round through your lung. If there was a sudden earthquake/explosion/etc. that caused them to miss entirely then they would calculate that factor into their next shot. There would, of course, be a next shot. The calculation and resulting shot might occur so quickly that the two shots could be mistaken for a short burst of machine gun fire, belying the careful consideration each was given.

I don't think the Terminators were supposed to be "perfect shots." They were supposed to just be killing machines that could take alot of damage. There is no such thing as perfect software, so I don't understand why people would think they would be perfect shots anyway.

They were programmed by a drop-out from the Imperial Storm Trooper Marksmanship Academy?
