Windows XP Licensing allows only one user to access the system at a time either via Remote Desktop or locally at the terminal.
There are ways around this but any such attempts would violate the EULA.
Windows Server 2000 or Windows Server 2003 are much better options anyway.
 
I know a friend who works IT at a doctors office and he said he could "hook me up" with a un-used copy, it was once used on one of their machines then they went to Linux so he said he could get it for me.
Is this violating the EULA?

Depends on how they got their license and their licensing agreement.
