It's probably a faulty reading... if you have good contact between the CPU and HSF then the CPU should typically idle 3-5º warmer than ambient case temp. See what the BIOS says.
Oh... what prog are you using to get this reading? If it's Everest, it might be mis-labeling things. Everest tries to tell me that my NF4 temp is actually my CPU temp, while my real CPU temp shows up under Aux. This is with DFI Ultra-D.
