Temporary Win8 Lag / Programs Not Responding in ALL Programs

I've done as much google searching as I care to on this problem so I'll post here. I upgraded my Win7 Lenovo X220 to Win8 and while it is generally very fast, and CPU usage idles around 1%, often, when performing file operations or changing tabs in firefox/pale moon, programs will start lagging, the circle cursor will spin up, and I'll have to wait 4-10 seconds for the operation to complete before I can do anything. Other programs will still function during that lag. It can happen to just about any program, and happens very frequently.

It's mostly a clean install, I did disable some services, but I don't see that affecting this.

Has anyone else heard of or seen this problem?
