Temperature? Voltage? RAM? CPU?

Hi,
I've been trying to troubleshoot some random page fault BSOD issues.

SpeedFan gave me some strange stats:

Temperature:
64C idle. Too high! I blew all of the crud out of the heatsink. Applied new thermal paste.
I have two 120mm case fans and a big open case. CPU fan is ok. Still 60 - 68C. I opened the case and set a window fan to blow on it and it still didn't bring the temp down.
The strange thing is that my cpu heatsink isn't warm to the touch. Is this a bad reading?

Voltage:
all voltage readings looked good except for the following: -5V -> -1.03 and +5V -> 2.47.
I don't think these are within the acceptable range. I switched out my PSU with a 300W Antec and I get the same results. What is the problem?

RAM:
My problem is with page faults. I ran memtest idle with no problems. Under load I got two errors before I went down with another page fault BSOD. Looks like RAM, but I'm still a bit concerned about the temp and voltage readings.

Could it be my MOBO or CPU.
Troubleshooting the RAM, CPU, and MOBO by replace and test can get a bit expensive.

Can someone give me some advice, short of replace everything?

First I'd check the reading in the bios, if the voltages are the same in there, then it could be the board is failling. aslo too for the 2000+ chips iirc they where built on the older t-bred cores, and they did have a higher idle temp, tho 60 is still a little high.
