temperature problem on P3V4X

my system ,
P3 700mhz
intel hsf
P3V4X
MSI slotket

My CPU temp is above 40c most of the time. I use the ASUS PROBE to monitor the temp
i installed rain 2.0 but it only reduces 2-3c of the temp. is the temp i have normal or is it abnormal ??
heard that some slotket don't produce or show the exact temperature, is it true ??

i am planning to buy a new hsf, which do u recommend ?

Yes, some slockets don't read the right temp.
The Iwill Slocket II is supposed to, but I'm not sure about the MSI.

Get an Alpha PEP66. You lose one memory bank because it is big, but it works well.
Slap a little thermal paste on there and you're ready to go.
 
The P3V4X reads out a higher cpu temperature than most motherboards. 40C isn't bad. If you don't want to give up a memory slot, get a Golden Orb heatsink/fan.
