What's the average temperature for DELL poweredge 400sc?
Mine = 40celcius for case, and 50celcius or sometimes higher for CPU.
All the fan sensor is not working using MBM 5
How to make the fan sensor working?

Considering that it's a Dell and the Dell chassis tends to hold in heat pretty well, the Intel processor you have should put the temps way up there. From my experience with more-so recent Dell computers, that's pretty normal.
