Temp. prob. w/ pre-boot seq.

I turn my PC on, pre-boot displays drives and a few lines more and stops. I press the power button to turn the PC off. I press the power button again; PC boots flawlessly.

One of the fans has been making unnatural noise for months now during the first 6E1-1.2E2 s of being powered on. ~84% chance of that fan being in the PSU. (This has already happened with my old PC). ~78% chance that the pre-boot problem is related to the fan issue.

I think this problem is going to reoccur in the near future.

Why do my PSU fans end up defunct? Is it accidental or is an environmental factor likely? If so, what? What could be another likely cause for the pre-boot problem and how do I fix it?
