Telnet to a WinXP box?

On my home network I have 4 computers, and two of them run WinXP most of the time. The WinXP computers can ping each other just fine. When I try to telnet from one XP box to the other it tells me that the connection was actively refused. I searched through the networking properties and found an area where TCP/IP port filtering is enabled. I tried to change it so that it would let stuff through on port 23, but I apparently am not getting it. Anyone have experience with this? I have no purpose for telnetting to a WinXP machine other than curiosity 😉 Thanks.

Why are you using Telnet instead of Remote Desktop?

Enable Telnet services, then drop the firewall test the connection. Turn the firewall back on and fugge around with the filter setting.
