I love it when people try to compare every hosting company with DreamHost.
First of all we offer different levels of service. Telnap strives to provide reliable hosting where each client can use the account that they paid for to it's fullest capacity. We also pride ourselves on giving personalized support, something most large companies can't offer.
Dreamhost's main goal is to get as many clients as physically possible on each server to take as minimal of a loss as possible. That's especially true with their $7 or $8 a year plans where they are going to try to make up their losses by hoping the clients renew at the regular prices when the account is due for renewal.
With dreamhost's strict TOS on CPU usage it will be very hard to use all of the bandwidth that you are "paying for", and even with their CPU usage clauses it's still easy to tell that their servers are overloaded.
For example, I just loaded
http://www.krunk4ever.com/blog/ which is linked from your sig. According to the my firefox load timer it took 6.949 seconds to load on my 10mbps connection. On the other hand, telnap.com loads in 1.102 seconds. pics.bbzzdd.com loads in 1.322 seconds, and lastly edge.i-hacked.com loads in 2.854 seconds. It's also important to note that each of those sites is on a separate shared server.
