Tell me about inside window shutters. Where to buy?

I am looking at getting inside window shutters.

Is there best time to buy (seasonal sales)? Is Lowes or Home Depot a better option than the shutter specific business types? Material type? I really need some input from those of you who have been thru the process.

Just purchased some shades from Home depot. They can cut them to custom window widths on the spot. Specialty window shade shops will carry more variety and be able to accommodate different window sizes.
