The Bay Trail NUC reuses the same cooler from the Core design because it wasn't worth redesigning the chassis. A cooler actually designed for Bay Trail looks like this:

Eh, it's tiny but has a fan. I'd guess it sits around 10W.

You could do a passive cooler for that, but you'd run the risk that it overheats in enclosed spaces. My ~6W AMD Z-01 powered tablet has a similar sized fan.

However, it someone to run these things off batteries, the extra wattage from the fan is probably not appreciated.
