Tecra cpu usage 100%

i just bought a used tecra (1ghz P3, 256mb ram, 16mb trident blade gfx, 40gb hdd, win2000) and it's using 100% of the cpu at all times. i looked under the task manager and a service called svchost.exe is using 98%, and it won't shut off (i have a feeling it's meant to be running). is there anything i can do?
 
Run Windows updates. There's a patch out there for that problem.

svchost is networking processes. One of them is malfunctioning.
