Tech Resume: One or two pages?

Also should I list technical skills before work experience?

Work experience should be first IMO. And what would go on the second page if you had one?

2 pages is fine if you have a lot of content that you want to put on there.
And as BFC said above, put work experience before technical skills.

But the real secret to landing a good job is to tailor your resume according to job postings that you see and want to apply for. Also I cannot stress enough that a cover letter is a must.

Should I only put "relevant" experience or all of them?

For example if I am applying for a software developer job but I also did tech support before, should I put it on?

Thanks.

As a scientist I have my technical stuff up front followed by work experience and it comes out to nearly two full pages.

It depends on what kind of tech support that you did before. I wouldn't put something if it weren't relevant however if I didnt have much to put on in the first place, I'd put it there. If you do put it there then add something in there that depicts a good trait about you. An example would be teamwork or perhaps 'attention to detail' or 'possessing great trouble shooting skills' etc.

Depends on the target employer. Private sector employers want things kept short. Government employers want the kitchen sink. With a government job, to get past the screening process (before anyone outside of the personnel shop sees your resume), you need to make sure every qualification mentioned in the ad is reflected on your resume.
