TEC/Water peltier condensation concerns/Sealer on CPU?

I ordered a 72w TEC with a H20 cooler [Tom Leufkin/p3 cooler kit, and TEC] and have some concerns about insulation on this setup, any suggestions, or pictures of a good effective way to insulate [how much is necessary] to prevent condensation?
 
Thanks, I saw something like that, but couldnt find another pic of it. Both were very similar.

Also,

The setup I saw the designer recommended that the cpu [he had a fcpga] be coated with a sealer, and also recomended a hardwood floor finish to prevent "shorts" from fld buildup on the surface of the CPU board [SEP] "i think the correct term". I think his reasoning was to prevent condensation on the pins underneath the processor, Would anyoone recomend coating the slot one with a sealer?
