QuestionAnswer
What are you using the system for?Mostly gaming. The hardware intensive games I play are "simulation" games (think Factorio) that are more CPU bound than GPU bound. I do not play the latest marquee games with the biggest and baddest graphics etc.
What's your budget?$1300-$2000, although I doubt I need to go to the higher end of that range
What country are you in?USA
Do you live near Microcenter?About ~45 minutes away
Brand preferencenvidia GPUs are a hard pass. I have no judgments against anyone who buys and enjoys nvidia.
Vendor preferenceMost of these links are Amazon right now, but I'm fine with others if their reputation is good.
Re-used partsI have some magnetic storage drives sitting on a shelf. Extra peripherals too like mouse and keyboard.
What is your desired monitor resolution / refresh rate?Gunning for 1980x1080@240hz I think. The games I play tend to use low resolution graphics. I'm more interested in refresh rate than high resolution.
What specialist / professional software do you need to use?Not with this machine.

Monitor is too small for my taste, but other than that I think it is hard to beat the value with the target games in mind.

Alternative mobos:

Good ratings on this one: https://www.amazon.com/ASUS-TUF-B450-PLUS-II-Motherboard/dp/B08LCP4N8Q/

No danger of pump failure if you go with this: https://www.amazon.com/dp/B00QCEWTAW/

250Hz Monitor: https://www.amazon.com/Acer-Monitor-FreeSync-Premium-ZeroFrame/dp/B0BMS4JWFB/

If you get the MSI Gaming Gen 3 mobo with Noctua cooler and Acer Monitor, you can round out your build with an RX 6600: https://www.amazon.com/XFX-Speedster-Radeon-Graphics-RX-66XL8LFDQ/dp/B09HHLX543/

Your build is roughly $1458.

With Acer 250 Hz Nitro Monitor, MSI Gen 3 mobo, Noctua cooler and XFX RX 6600: ~$1462

Act fast though. Some of those deals may not last long.

How big of a danger is pump failure? I mean, I understand the consequences, but how much more reliable is a fan + heatsink?

The pump will fail and i usually see customer's in my shop with an average of 5-6 years before needing a replacement.

I run a Noctua Dual fan tower cooler and it keeps my cpu just as cool as most 240mm rads. Worst thing that can happen with my cooler is a fan dies and i simply replace it.
