Team Fortress 2 runs very slow/stutter

Last year, TF2 ran great on my computer. Now, I can't play without the game stuttering.

E6750 2.66Ghz
8800 GT
2GB
500GB 32MB
Windows 7 with all updates

I updated my video card drivers.
I defragmented.
I tried lowering my video settings.
I tried playing with updaterate/rate.
I tried playing with my NOD32 disabled.
I took my case apart and vacuumed all the dust.

Left4Dead and Left4Dead2 runs without issue. I have tried searching the Steam forums and Google but haven't found anything that helps.
 
Found the solution!

Launch TF2.
CTRL+ALT+DEL
Set hl2.exe priority to Below Normal

Runs flawlessly now. I don't know why this works.
