tcp/ip optimizer

im at a university, and i dld tcp/ip optimizer. well, i ran a speed test a couple times and i got around 12350 kbps, so i set it to 12000 (bc thats what i can round it to). I ran the speed test again and im getting around 16000 kbps. should i change it and put it to 16000 now? or should i just leave it @ 12000kbps?

none of this is illegal or tampering with the network is it?

Are you running this optimizer thing on the university's computers? Because that will seriously piss off the admins...

And what do you mean you set it? You set what?
 
If you're modifying the restrictions your school has put in place for your connection, it's very likely that you're breaching your contract. They have limits set in place for their monthly/whatever budget (bandwidth?) as well as other reasons. What I would suggest to you, is to contact whoever it is within your university who handles the IT department and clear it with him/her. If he/she says that it's not acceptable, please, do everyone a favour and don't screw with it.
 
Its on my computer, but they never told me about any such restrictions. ill look it up tomorrow and if i cant find and answer ill just ask somone. worse that can happen is a warning.

You should have been required to sign a contract of an agreement of some sort at the beginning of your year.
